The Cowichan Valley School District is providing educational services to about 170 international students as the on-going labour dispute between the BCTF and the government is on the verge of spilling into the third week of what was supposed to be the new school year.
The superintendent of School District 79 is Joe Rhodes.
He says the district has a contract with the families of the students.
Rhodes says the ESL students were initially offered some cultural experiences by community volunteers, however, that task has now been assigned to the international principle and vice-principles as well as excluded staff from the district.
He adds the international population is highly mobile and are quick to move on to other areas if service deliveries are not met.
